With reference to Lord Milner's despatch

No.182 dated 31st May, 1920, in which he stated that the

general question of the introduction of a system of continuous pensions throughout the Colonial Service was under consideration, but that he saw no prospect of early action being taken in the direction indicated, I have the honour to inform you that I have had under consideration the question of the pensions of officers transferred to Hong Kong from Colonies other than Ceylon and Kalaya with which reciprocal arrangements exist.

When officers are transferred to Hong Kong from Colonies other than Ceylon and Halaya pensions are calculated in accordance with Clause 17(2) of the Pension Minute. In such cases the pensions which can be awarded are much smaller than those which would be awarded if a continuous pension scheme existed, under which the component parts of the final pension, payable from the different Colonies, would be based on final salary in the last Colony and not on the last salaries in the respective Colonies.

I enclose a draft amendment of the Pension Minute which should,

à,if adopted, secure fairer treatment for the officers whom it would affect.
